Sir Jacob Rees-Mogg tells CPAC UK that permanent bureaucracy is real — but politicians wrote the laws that empower it, and majorities can still charge.

Introduced as a leading Eurosceptic and GB News presenter, Sir Jacob Rees-Mogg titled his speech simply "the Blob" — the permanent bureaucracy that resists elected change. He joked that Natural England would demand a licence to drain a swamp, then refused to ask for one.

The twist was accountability. Quoting (and adapting) Julius Caesar — "The fault dear Brutus lies not in our stars but in ourselves" — Rees-Mogg argued it is "no good saying that there are people who are against us and it's all impossible." Laws, he said, are the fault of politicians; the systems exist to make the state work if leaders choose to use them.
